Reference (1) provides ANPP response to operational concerns raised during a

meeting between ANPP and NRC personnel on October 28, 1986.

Item 3 of Reference (1) and Reference (2) concerned the following:

During the unexpected turbine trip at PVNGS Unit 1 on January 9, 1986, an unsuccessful fast bus transfer resulted in a loss of power to the RCP's and the reactor tripped on flow projected low DNBR. It was noted that the RCPs coasted down at a rate that was faster than t'e rate assumed in the FSAR.

Following this discovery, penalty factors were applied to the CPCs and the Core Operating Limit Supervisory System (COLSS) in PVNGS Units 1 and 2 to account for this non-conservatism.

Reference (1) states that a subsequent analysis by the NSSS vendor justified the removal of these penalty factors.

This is because the earlier reactor trip compensates for the faster coastdown rate.

We ask that you provide the results of the updated safety analysis using the actual RCP coastdown rate for staff review.

Also Section 15 of PVNGS FSAR should be updated with the updated analysis.

Please provide the requested information as early as possible, but not later than April 30, 1987.
