requested ANPP to perform Remote Shutdown Panel Testing on Units 2

and 3.

The reference recommended that the Unit 2 test be performed during the power ascension test

program, a future extended
shutdown, or the next refuel-ing outage.

ANPP responded in reference 1 that the test for Unit 2 would begin on January 9, 1987.

The recent failure of the Unit 3 "B" diesel generator has raised questions con-cerning the operability of the "A" diesel generator in Unit 2 since one of the connecting rods was manufactured using the same process as the failed rod in the Unit 3 diesel.

The Unit 2 diesel generator has been declared inoperable.

During a conference call held on January 7, 1987, between ANPP and NRC personnel, ANPP recommended that delaying the Unit 2 Remote Shutdown Capability Test would be prudent, since tripping the unit has a potential for emergency safety features actuation, e.g.,

Safety Injection Actuation and, Auxiliary Feedwater Actuation causing the diesel generators to start and be required to supply an emergency bus. It was determined during the discussion that it would indeed be a prudent action to delay the test, and that ANPP would propose a new schedule.

ANPP recognizes the commitment made in reference l to perform the test, and we propose to complete the test at the next appropriate scheduled

shutdown, however, it will be completed no later than the first refueling of Unit 2.

This schedule is consistent with the recommended schedule contained in reference 2.

The schedule to perform the Unit 3 test during the power ascension testing program has not changed.
