inspection report.

Within these areas,

the inspection consisted of

selective

examinations of procedures

and representative

records,

interviews with personnel,

and observations

by the inspectors.

No violations or deviations of regulatory requirements

were identified;

however two issues

discussed

in .the enclosed

report continue to raise

concern regarding your performance of technical

work.

Paragraph

8

describes

an event at Unit 1 where a safety system flow transmitter

was

calibrated incorrectly due to apparent

communication problems

between

your engineering

and maintenance

organizations.

This event appears

to be

similar to problems

encountered earlier in 1989, where incorrect

technical

information was used in procedures

for reactor coolant system

mid-loop operations.

Paragraph

10 discusses

your actions

regarding

long

term problems

encountered

with switches associated

with the plant

protective

system.

Our concern is that the priority placed

on addressing

this issue

may not have

been appropriate

considering the application of

the switches.
