Ma P. T. Kuo F. Miraglia gt" 6 By letter dated October 6, 1986, we provided you with our evaluation of your June 19, 1986 submittal regardino the adequacy of certain masonry walls at Palo Verde, Units 1, 2 and 3, to meet NRC seismic requirements.
As stated in our October 6, 1986 evaluation, we concluded that the walls at elevation 100 feet ot the control building are adequate as constructed, but that strengthen-ing of the walls at elevation 74 feet is required to meet industry standards.
Our letter also stated that we were reviewing the additional information you had submitted by letter dated September 19, 1986, relating to the adequacy of the masonry walls, that and our final conclusion would be provided after our review was complete..
The staff has now completed the review of your September 19, 1986 submittal and the evaluation is enclosed.
As stated in the Enclosure, the staff finds that your approach for estimating the moment of interia for the masonry walls is neither conservative nor realistic.
Therefore, the staff reaffirms its conclusion that strengthening of the masonry walls 'at elevation 74 feet is required to meet industry standards.
By letter dated October 31, 1986, you also provided an alternate proposal and schedule f'r resolving the masonry walls issue by strengthening the walls at elevation 74 feet.
We are currently reviewing vour alternate proposal and will inform you of our findings as soon as we complete our review.
