Dear Mr. Van Brunt:

6 My December 18, 198+ letter to you provided sixty days for Arizona Nuclear Power Project (ANPP) to supply updated responses to the Commi'ssion's Regulatory Guide 9.3.

Our experience is that the sixty day time period allows ample opportunity for licensees to respond to updated data requests--even for multiparty units such as Palo Verde 3.

It is important for staff to begin its antitrust operating license review far enough in advance of the projected fuel load date to allow for a comprehensive review of all pertinent changes associated with the licensees'ctivities as well as any unforeseen contingencies that may arise as a result of the review, e.g., additional data requests or an antitrust hearing resulting from any changed activity.

Conversely, staff cannot begin its antitrust operating license review too far in advance of the fuel load date because the review may exclude meaningful changes or may become outdated.

Scheduling staff reviews at the operating license stage is crucial to the timely licensing of each individual power plant.

Your proposed four month extension is too long and could adversely impact upon the licensing process.

In light of the newly projected fuel load scheduled for March of 1987, we feel'n extension until April-.14, 1986 is warranted.

We would appreciate complete responses to Regulatory Guide 9.3 by all licensees by April 14, 1986.

If any individual licensee has already completed its Regulatory Guide 9.3 data

response, please forward said response (Attention:

William MD Lambe) as soon as possible--it is not necessary to wait until responses from all licensees are completed to begin your data submission.

I feel sure that this extension until April 14, 1986 will not be too burdensome to the licensees and should provide staff with adequate lead time in conducting its review.

Thank you for your assistance in this matter.
