The

NRC Systematic

Assessment

of Licensee

Performance

(SALP) Board has

completed its periodic evaluation of the performance of the subject

facilities.

The Palo Verde facilities were evaluated for the period April 1,

1984 - September

30,

1985.

The results of the evaluation are

documented in

the enclosed

SALP Board Assessment.

In the past,

as

a part of the

SALP program,

we have routinely met with Arizona Nuclear Power Project officials to discuss

the results of the

SALP Board's evaluation.

The format of the SAIP program

has recently been revised

so that this meeting is no longer

a requirement,

but

may be held as

a public meeting at the discretion of the licensee

or NRC.

In

consideration of this revised format, please

contact this office within ten

days of the date of this letter to discuss

the need for a meeting.

The performance of your Palo Verde facilities was evaluated in the functional

areas

of plant operations,

radiological controls, maintenance,

surveillance,

fire protection,

emergency

preparedness,

security and safeguards,

fuel

loading, quality program

and administrative control affecting quality,

licensing activities,

containment

and safety-related

structures

and major

steel supports,

piping systems

and supports,

safety-related

components-mechanical,

auxiliary systems,

electrical equipment

and cables,

instrumentation,

preoperati,onal

testing

and startup testing.

The

SALP Board's

evaluation of your performance in these functional areas is contained in the

SALP Board Assessment

which is enclosed with this letter.

Overall,

we find that your performance of licensed activities at the Palo

Verde Site was considered

to be satisfactory during this assessment

period.

The

SALP Board has

made specific recommendations

in most functional areas

that

we believe should be considered in the management

of your facilities.

Your

attention is directed to two particular areas of concern.

The quality program

and administrative controls area

was evaluated

to be marginally Category 2.

The Board considered that the quality weaknesses

observed

were not directly

related to the quality assurance

department,

but rather reflected insufficient

acceptance

of the importance of quality by various production departments,

as

well as

some lack of definition of clear responsibility for quality

performance

by senior management.

Also, the NRC's Office for Analysis and

Evaluation of Operational Data found that licensee

event reports

(IERs) were

of marginally acceptable

quality based

on the requirements

contained in 10 CFR 50.73

(Appendix 2 to the SAIP report).

We encourage

your continued

management

involvement during the conduct of startup testing of Unit 2 and beyond.
