Attorney, OELD

Subject:

Palo Verde Unit 2 Technical Specifications Schedule This letter is to confirm a telephone conversation on September 6,

1985 between our staff and Mr. Karner of your staff.

In your letter dated August 19, 1985 you projected that Palo Verde Unit 2 could be ready for receipt of an operating license and subsequent fuel load around November 1, 1985.

Mr. Karner was advised that the staff would provide you a Technical Specifications schedule consistent with your currently projected fuel load date.

The revised schedule is enclosed.

The Unit 2 Technical Specifications were developed by incorporating modifications to the Unit 1 specifications, as requested by your staff.

We have been advised by your staff that you may wish to have combined Technical Specifications for Unit 1 and Unit 2, prior to full power licensing of Unit 2.

This will require a Unit 1 license amendment request (LAR) to modify the Unit 1 specifications to make them identical to those of Unit 2, except for those differences due to design differences.

The LAR should include a supplemental analysis for each change addressing the "no significant hazards consideration" as required by 10 CFR 50.92.

Should you have any questions concerning this issue, please contact Marilyn Ley, Licensing Project Manager, at (301) 492-7792.

Sincerely,

/'g)g A
