Dear Mr. Knighton:

This letter is provided to request an emergency Technical Specification change to PVNGS Unit 1 Technical Specification 3.4.5.2 and a suspension of the pre-noticing requirement of 10CFR 50.91.

On July ll, 1985 PVNGS Unit 1 determined a reactor coolant system unidentified leakage of 1.2 gpm, which is above the LCO of 1 gpm.

Technical Specification 3.4.5.2 action statement "b" was entered into and the plant was taken to hot standby shortly thereafter. At this time, the unidentified leakage has not been resolved, requiring the plant to be in cold shutdown within thirty hours. The surveillance requirements have been increased to at least once per eight hours.

Since PVNGS Unit 1 is in the early startup testing phase there is very low activity in the primary loop. The current RCS activity is 2.09E-2 mci/cc.

We request a one time Technical Specification change to allow maintaining the plant in hot standby for an additional 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. This time extension request is to: (1) allow additional time to determine the leak source prior to entering cold shutdown and (2) to take additional RCS inventory data to verify our RCS inventory calculations. If the unidentified leakage is determine to increase to greater than 2 gpm within the requested 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> time extension, PVNGS will procede directly to cold shutdown.

Appropriate fees will be provided in a follow"up letter.
