Summary of Meeting on Shift Staffing A meeting was held with the applicant on November 7, 1984 in Bethesda, mary-land.
The purpose of the meeting was to discuss operating experience require-ments for Palo Verde shift staffing.
The meeting attendees are listed in the enclosure and the meeting is summarized as follows.
Sumarv The applicant's submittals relating to operating shift staffing for Palo Verde were provided by letters dated September 12, 1984 and October 25, 1984.
Prior to the meeting, the staff had informed the applicant that, based on its review of the submittals, the staff could not conclude that the planned staffing for Palo Verde Unit 1 had sufficient commercial PWR operating experience to meet the Commission approved industry standard.
During the meeting, the staff agreed that for two of the Palo Verde Unit 1 shifts, the shift supervisors (SROs) meet the industry standard since each of them has in excess of 6 months of commercial PWR operating experience.
For 3 of the other shifts, one supervisor has 5 months of PWR experience and requires an additional
- month, and two have 3 months and require 3 more months.
The sixth supervisor has only 24 months of PWR experience but has several years of BWR experience.
The staff stated that, based on his extensive operating experience, it could support the use of this supervisor for 6 shift operation if this were the only exception to the industry standard.
Two viable and acceptable approaches were discussed with the applicant for Palo Verde Unit 1 meeting the industry standard for operating experience.

For those shifts which do not have sufficient operating experience, use advisors who do have sufficient experience until the shift staffing has obtained the necessary experience.
2.
SROs can obtain additional experie'nce by being assigned as observers on shift to an operating PWR plant.
The applicant stated that it would evaluate the two approaches.and make a sub-mittal to the staff on how it proposes to proceed on this matter.
The appli-cant felt that it could meet the industry standard for Palo Verde Unit 1 prior to initial criticality.
