Depressurization and Decay I{eat Removal for Palo Verde, Units 1, 2 and 3

In the enclosed letter, we requested Combustion Engineering (CE) to provide additional information about rapid depressurization and decay heat removal for CESSAR plants.

Since Palo Verde is a CESSAR plant, th'.responses to be provided by CE will be directly applicable to the Palo Verde plaIlt.

If the response to all of the enclosed questions will not be provided by CE at least one month prior to the anticipated fuel load date for Palo Verde Unit 1, we request that you provide justification for safe operation of the plant in the in',terim. If you have any questions regarding this matter, please contact the NRC pl.o'ject manager, Emanuel Licitra.
