Request for Addition'al Information - Palo Verde Nuclear Generating Station Your previous design for prot'ection from sustained low grid voltage conditions, as reported in the Safety Evaluation Report for Palo Verde, included undervoltage relay trip setpoints of 90 per'cent of rated voltage for a longer time and 75 percent of rated voltage fo'r a shorter time.

By letter dated October 28, 1981, the design setpoints for the undervoltage relays were revised so that the only setpoint is at 68.9 "percent of rated voltage.

Based on our review of the revised relay settings selected for undervoltage protection, we find that the revised setpoint of 68.9 percent may be too low to protect the onsite power systems from susta'ined low grid voltage conditions, in conformance with Branch Technical Position PSB 81.

In order for us to determine whether the revi'sed setpoint is acceptable, we require that you provide manufacturer guarantees to show that all affected safety related equipment can operate continuously at 70 percent of rated voltage.

This matter has been discussed with Mr. Gross of your staff.
