Gentlemen:

This letter refers to the routine inspection

conducted

by Mr.

H. Chancy of

this office on August 8-10,

1990, of activities authorized

by NRC License

No.

NPF-21 for the

MPPSS Nuclear Project

No. 2,

and to the findings discussed

with

J.

Baker and MNP-2 staff members at the conclusion of the inspection.

Areas

examined during this inspection are described

in the enclosed

inspection

report (Appendix B).

Mithin these

areas,

the inspection consisted of

selective

examinations

of procedures

and representative

records,

interviews

with personnel

and observations

by the inspector.

Based

on the results of this inspection,

one of your activities appears

to be

in violation of NRC requirements,

as specified in the enclosed

Notice of

Violation (Notice), Appendix A.

Me are concerned that this violation

indicates you may not be adequately tracking workers'xposures

to airborne

radioactivity such that their continuing exposure

during a remaining calendar

quarter

can be accurately controlled.

You are required to respond

letter and should follow the instructions specified in the enclosed

Notice

when preparing your response.

In your response,

you should document the

specific actions

taken

and any additional actions you plan to prevent

recurrence.

After reviewing your response

to this Notice, including your

proposed corrective actions

and the results of future inspection,

the

NRC will

determine whether further

NRC enforcement action is necessary

to ensure

compliance with NRC regulatory requirements.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of
