the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

Based

on the results of this, inspection, it appears

that one of your

activities was not conducted in full compliance with NRC regulations,

as set

forth in the enclosed-Notice

of Violation enclosed

herewith

as Appendix A.

Your response

to this notice is to be submitted in accordance

with the

provisions of 10 CFR 2.201

as stated

in Appendix A, Notice of Violation.

Me are concerned

about your apparent

lack of aggressiveness

in addressing

the

problem of adequate

and timely corrective

actions related to identified

emergency

preparedness

weak areas

and areas

of the program which can

be

improved.

Section

12 of the enclosed

inspection report specifically addresses

this matter.

Me also note that the last two Systematic

Assessment

of

Licensee

Performance

(SALP) -reports

(Nos.

50-397/89-16

and 50-397/88-08)

contain recommendations

for you to improve your corrective action program.

The 1989

SALP report contains

a recommendation

that senior

management

emphasize self-identification and assessment

of emergency

preparedness

problem

areas,

with timel

corrective action(s)

taken

as appropriate

(emphasis

added).
