SETPOINT METHODOLOGY FOR GE SUPPLIED PROTECTION SYSTEM INSTRUMENTATION (TAC NO. 55579)

By letter dated September 7,

1983 (A. Schwencer to D. Mazur/Ferguson)

NRC advised that additional information would be required to demonstrate the acceptability of methodology used to establish reactor trip setpoints.

By letter dated April 2, 1985 (A. Schwencer to G. C. Sorensen) we reiterated our need for the information.

By letter dated May 6, 1985 (G02-85-238) you provided a detailed discussion of your methodology for establishing the trip setpoints for General Electric supplied protection system instrumentation.

We have limited our review of your submittal to the instrumentation actuation systems that are required to operate at or near the onset of a loss-of-coolant-accident (LOCA) event and listed in the WNP-2 technical specifications.

Our review did not extend to those instrumentation systems that are required to operate during the course of a LOCA and which would be impacted by the harsh environmental effects of the LOCA event.

Based on our review we have concluded that the setpoint methodology is accept-able.

However in making this finding we note that the burden is upon you to demonstrate by analysis that each instrument to which you apply the methodology is not needed durin the LOCA.

Documentation of these demonstrations must be maintained and ma e available for staff review and examination on request.

WPPSS has committed to undertake a margin reevaluation program to help establish the need for revisions to setpoints for those instruments which are required to operate during the course of a LOCA event.

Our acceptance of the

November 3, 1988 setpoint methodology is also conditioned upon your commitment to submit a report containing the results of this reevaluation effort for NRC review and appropriate action.
