C. Sorensen (WPPSS) to A. Schwencer (NRC), Nuclear Plant No. 2, Request for Confirmation of CRGR Review, dated August 2, 1984 This is in response to your letter dated August 2, 1984.

We have reviewed your concerns regarding our request for additional information (RAI) in the area of Setpoint Methodology for WNP-2, dated September 7,

1983.

Our position on this issue remains unchanged.

We do not regard our review of the WNP-2's setpoint methodology as a

new require-ment or a new interpretation of a requirement.

This is not a backfit and is con-sistent with past policy and the draft tIanual Chapter 0514-06 which states that "asking an applicant for an operating license questions to clarify staff under-standing of proposed actions in order to determine whether the actions will meet the intent of the SRP is not considered a backfit."

The staff has not requested WPPSS to provide more detailed information than that provided by other applicants/

licensees over the past seven years as a part of our normal licensing process.

The Commission's regulations relevant to the issue of protection system setpoints are General Design Criterion 20, 10 CFR Part 50.36 and Part 50.46.

Guidance on acceptable methods for complying with these regulations is contained in Regulatory Guide 1. 105, "Instrumentation Setpoints" Revision 1, dated November 1976.

Our approval of the WNP-2 license application in December, 1983 was based in part on the WPPSS September 23,.1983 commitment to provide additional information on the bases for the protection system setpoint values.

At that time, you proposed that, in lieu of the plant specific schedule proposed by the NRC staff, WPPSS be permitted to join other BWR applicants in an effort to conserve resources in answering requests for information and that the schedule for answering the request for information be based on the generic schedule proposed by this BWR owners subgroup.

However, since you are no longer participating in the effort by the Instrumentation Setpoint Methodology Group

( ISMG) to resolve this concern, please provide an alternative plant specific action plan for answering the staff's setpoint methodology concerns.

This action plan should have the level of detail that is consistent with that provided by the ISMG in their letter dated June 29, 1984 from J.

F. Carolan

M. Novak (NRC).
