SUBJECT:
lIAIVER OF ITEM 3.6.1.8.b OF THE TECHNICAL SPECIFICATIONS FOR WNP-2 In your'letter, dated September 24, 1985, you requested relief from the re-quirementss of Item 3.6. 1.8.b of the Technical Specifications for WNP-2.
You state that:
1) absent this relief the WNP-2 plant will have to be shutdown; 2) based on your analysis, there are no significant hazards considerations associated with this request; 3) the circumstances pI'oducing this need for relief could not have been anticipated; aIId 4) operations with the requested relief will not cause any undue risk to the health and safety of the public.
The issue deals with an excessive leak rate (twice the specified limit) through one of the 24-inch diameter containment purge valves.
This leak rate was determined in conjunction with your normal periodic leak rate tests as called for in Appendix J of 1C CFP, PaI't 50.
If this excessive leak raiiI.'ere summed with all the other local leak rates, the total would remain below the 0.60 L
criterion of Appenoix J.
a The staff has reviewed your request of September 24, 1985, and concludes that:
Until a change to the Technical Specifications can be processed under the emergency change option, i.e., within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />, a waiver to the Item 3.6. 1.8.b of the Technical Specifications is warranted.
Accordingly, we hereby grant a
48-hour waiver to Item 3.6.1.8.b of the Technical Specifications, i.e., until close of business, September 26, 1985.
