The following summarizes our evaluation l

of the proposed changes:

LC0 Action Statement 3.6.1.8.6 requires the plant to initiate shutdown within i

24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> when the drywell and suppression chamber purge supply and/or exhaust i

isolation valves with resilient seals have a measured leakage rate exceeding 0.05 La per valve.

The intent of this surveillance requirement by testing these valves every six months is to detect significant degradation of the resillent material seals j

and to allow for repair before gross leakage develops.

Therefore, we would have the confidence that should a LOCA occur, leakage through these valves when combined with the sum of leakages of all Type B and C valve tests would j

not exceed the cumulative total of 0.6 La.

The licensee proposes to delete the technical specification provision which requires initiation of a shutdown if the leakage from a valve with a resilient material seal exceeds 0.05 La provided that this valve (s) is secured in the closed position and the total leakage of all Type B and C valves, including l

the affected valve, is less than 0.6 La.

T.he licensee further stated that should a need exist to use a valve with resilient material seal whose leakage exceeds 0.05 La, a leakage test will be performed within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after such use to assure that the 0.6 La acceptance criteria is met.

We have completed our review of the licensee's submittal and conclude that the total containment system integrity and the compliance with the requirement of j

Appendix J is still adhered to in the proposed technical specification. We further conclude that the frequent tests to determine the condition of the resilient material seal is maintained.

We, therefore, recommend the approval of the proposed tech'iical specification change.
