Supplement to License Amendment Request to Relocate Technical Specification Cycle-Specific Parameters to the Core Operating Limits Report, Delete Reference to Plant Procedure PLP-106, and Delete Duplicate Reporting Requirements in Administrative Section of Technical Specifications Ladies and Gentlemen:
By letter dated December 2, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16337A249), as supplemented by letters dated April 25, 2017 and May 22, 2017 (ADAMS Accession Nos. ML17115A311 and ML17142A417, respectively), Duke Energy Progress, LLC (Duke Energy), submitted a license amendment request (LAR) for Shearon Harris Nuclear Power Plant, Unit 1 (HNP). The proposed license amendment requests to relocate specific Technical Specification (TS) parameters to the Core Operating Limits Report (COLR) in accordance with TSTF-339, Revision 2, to remove reference to plant procedure PLP-106, Technical Specification Equipment List Program and Core Operating Limits Report, as it pertains to the COLR, and to delete duplicate reporting requirements from the Administrative Controls section in TS.
Prior to the submittal of the original LAR on December 2, 2016, the Nuclear Regulatory Commission (NRC) issued a license amendment by letter dated November 29, 2016 (ADAMS Accession No. ML16200A285), that relocated specific surveillance frequencies to a licensee-controlled program, the Surveillance Frequency Control Program. While the issued amendment relocated the surveillance frequencies from one of the TS pages requested for amendment in the LAR, it did not impact the TS cycle-specific parameters being requested for relocation to the COLR. This supplement to the original LAR will align the markup of HNP TS page 3/4 2-14 with the authority file in ADAMS at the time of submittal. The updated markup in Attachment 1 reflects the Amendment No. 154 version of the TS, as compared to the previously submitted Amendment No. 107 version. This item has been captured as a Performance Improvement item in AR 2154272.
This additional information does not change the No Significant Hazards Determination provided in the original submittal. No regulatory commitments are contained in this letter.
