Response to NRC Staff Comments/Questions on NEI White Paper, Proposed Physical Security Requirements for Advanced Reactor Technologies Project Number: 689

Dear Mr. Segala:

On July 21, 2017, the Nuclear Energy Institute (NEI) 1 received a document entitled NRC Staff Comments/Questions: NEI White Paper on Proposed Physical Security Requirements for Advanced Reactor Technologies. As stated in the document, the comments and questions were provided to allow NEI and the industry an opportunity to respond with additional information that can help the staff better understand the white papers suggested approach and support a subsequent Commission paper on the topic of physical security requirements for advanced reactors. Our responses to the staffs comments and questions are presented in the attachment to this letter.

With respect to our responses, the staffs comments/questions document indicated that NEI would provide a revision to the white paper as discussed during a public meeting on May 3, 2017. After further consideration, we believe the clarity of our responses is better served by providing them directly below each staff comment/question, and that is how they are presented in the attachment. We anticipate reviewing the attached responses with the staff in a public meeting; a decision can be made at that time as to whether the submittal of a revised white paper would be helpful to the staff.
