This refers to the routine safeguards
inspection
conducted
by
Messrs.
W.
K. Lancaster
and
E.
D. Sylvester of this office on April 1?-21,
1989,
of activities at the
R.
E. Ginna
Power Plant, Ontario,
New York authorized
by
NRC License
OPR-18,
and to the discussions
of our findings held by
Mr. Lancaster with Mr.
R.
E. Smith and other
members of your staff at the
conclusion of the inspection.
Areas
examined during this inspection
are described
in the
NRC Region I
Inspection
Report which is enclosed with this letter.
Within these
areas,
the
inspection
consisted
of selective
examinations
of procedures
and
representative
records,
interviews with personnel,
and observations
by the
,inspector.
Based
on the results of this inspection, it appears
that two of your
activities were not conducted
in full compliance with NRC requirements,
as set
forth in the Notice of Violation, enclosed
herewith
as Appendix A.
These
violations have
been categorized
by severity level 'in accordance
with the
"General
Statement
of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C-(Enforcement Policy).
You are required to respond to
this letter and in preparing your response,
you should follow the instructions
in Appendix A.
The response
directed
by this letter and the enclosed
Notice is
not subject to the clearance
procedures
of the Office of Management
and Budget
as required
by the Paperwork Reduction Act of 1980,
PL 96-511.
The results of our inspection indicate
a possible
decrease
in management
attention to the implementation of your security program, particularly with
respect to equipment
and hardware.
We are especially
concerned
that security
management
was not aware of a malfunction in a feature of your assessment
system,
which is included
as
a commitment in your NRC-approved security plan,
that has apparently
existed for over
two years.
The malfunction was well-known
to members of the security force and instrumentation
technicians
who use
and
maintain that equipment
and could represent
a serious degradation
of your
assessment
capabilities
and program effectiveness.
Therefore,
in your response
to the Violation concerning this matter,
you are also requested
to address
the
questions
contained
in Paragraph'.e.
of the enclosed
inspection report.

been determined to be exempt
from
public disclosure
in accordance
with 10 CFR 73.21
(Safeguards
Information).

Room and will
receive limited distribution.
This letter and the remainder of the inspection
report will be placed
in the Public Document
Room, in accordance
