During the period October

November 20,
1988,
members of NRC Region I
staff conducted routine safety inspections
at your facility.
Results of the in-
spection
are documented
in the enclosed
report.
At the conclusion of the inspec-
tion period Messrs.
C. Marschall
and
N. Perry of my staff summarized
inspection
findings with Mr. S. Spector
and other members of your staff.
Based
on results of this inspection, it appears
one of your activities was not in
full compliance with NRC regulations,
as set forth in the Notice of Violation,
Appendix A of this report.
In your response,
you should follow the instructions
in Appendix A. It appears
your corrective actions
taken to address
inadequate
control of station modifications, identified over
a period of more than twenty
months,
has
been untimely and ineffective.
Your response
to the Notice of Viola-
tion should address this concern in considerable
detail..
In accordance
with 10 CFR 2.790,
a copy of this letter
and enclosures will be
placed in the
NRC Public Document
Room.
The response
directed
by this letter and the accompanying
Notice is not subject
to clearance
procedures
of the Office of Management
and Budget
as required
by the
Paperwork
Reduction Act of 1980,
PL 96-511.
