This letter refers to the routine safety inspection of activities authorized
by
NRC License
No.
DPR-18 conducted
by Mr. C. Amato of this office on July
26-29,
1988 at the
R.
E. Ginna Nuclear Power Plant, Ontario,
New York, and to
discussions
of these
findings by Mr. Amato with your staff at the conclusion of
the inspection.
The areas
examined during this inspection
are described
in the
NRC Region I
report which is- enclosed with this letter.
Within these
areas,
the inspection
consisted of selective
examination of procedures
and representative
records,
inspection of emergency
response facilities, interviews with personnel
and
observations
by the. inspector.
Within the
scope of this inspection, it appears
certain of your activities
were not conducted
in full compliance with NRC requirements,
as set forth in
the Notice of Violation enclosed with this letter as Appendix A.
You are
required to respond to this Notice of Violation within thirty days of the date
of this letter.
The response
directed
by this letter and the accompanying
is not subject to the clearance
procedures
of the Office of Management
and
Budget as required
by the Paperwork Reduction Act of 1980,
PL 96-511.
