This refers to the Nuclear Regulatory
Commission
(NRC) inspection
conducted
by
S.
A. Elrod and
M. A. Scott
on July
11 - August 14,
1989.
The inspection
included
a review of activities authorized for your St. Lucie facility.
At the
conclusion of the inspection,
the findings were discussed
with those
members of
your staff identified in the enclosed
inspection report.
Areas
examined
during the inspection
are identified in the report.
Within

these
areas,
the inspection
consisted
of selective
examinations
of procedures
and
representative
records,
interviews with personnel,
and
observation
of
activities in progress.
Three
violations
described
in the
enclosed
inspection
report
are
being
considered
for escalated
enforcement
action.
Accordingly,
no
Notice of
Violation is presently
being
issued for these
inspection findings.
However,
please
be advised that the
number
and characterization
of violations described
in the enclosed
inspection report may change
as
a result of further
NRC review.
An enforcement
conference
to 'discuss
these violations
has
been
scheduled
for
September
5,
1989.
You will be advised
by separate
correspondence
of the
results of our deliberations
on this matter.
Your attention is invited to
an unresolved
item identified in the inspection
report.
This matter will be pursued
during future inspections.
In accordance
