LUCIE UNIT 2 - RELIEF FROM PARTS OF ASME BSPV
- CODE, SECTION XI (TAC NO. 64819)
By letter dated January 13, 1986, the NRC denied your relief request from the requirements of IWP-4600 of ASME Section XI regarding flow measurements.
Qn October 13, 1986, you submitted a revised request for relief from performing quarterly flow measurements for certain pumps as specified in the 1980 Edition through the Minter 1980 Addenda of Section XI.
The subject pumps are identified in the enclosure.
We denied that request by our letter dated February 10, 1987 and directed Florida Power 5 Light (FPSL) to install cer tain flow measurement devices for the pumps by the next refueling outage of St.
Lucie Unit 2.
The same letter granted FPSL an interim relief for the balance of that fuel cycle to test, the pumps as proposed by FP8L and also gave an opportunity to request an appeal meeting.
On March 4, 1987, the appeal meeting took place.
At this meeting, FP8L restated its position and reasons for need of the relief.
The NRC staff requested that FPSL provide NRC with an enhanced technical evaluation addressing the impracticality of performing flow measurements specified in Section XI of the ASHE Code.
By letter dated July 31,
- 1987, FPKL provided the enhanced technical evaluation.
Subsequently, by letters dated December 14, 1987 and April 5, 1988, we requested additional information.
FP&L furnished that information by letters dated January 28, March 23, and May 13, 1988.
During the Harch 4, 1987 appeal
- meeting, the NRC staff agreed to grant an interim relief until the 1989 refueling outage, provided that FP5L would revert to the original ASHE Code requirements for the near term.
This entailed performing monthly differential pressure testing dur ing the period of the interim relief.
By letter, dated June 4, 1987 FP8L comnitted to perform this monthly testing.
Your November 2, 1988 letter informed us that the upcoming refueling outage may start as early as January 1989 and requested that the staff complete its review prior to the upcoming outage, or extend the interim'relief unti 1 the issues are resolved.
You restated FPKL commitment to continue monthly differential pressure testing until such time.
