Gray File D. Kubicki B. Wilson By letter dated July 17, 1984, the staff provided to you its safety evaluation of the St. Lucie Unit No.
1 alternate shutdown capability.
In that evaluation, the staff addressed the alternate shutdown capability for a fire in the control room, but did not address the alternate shutdown capability for a fire in the cable spreading room.
The staff subsequently reviewed your submittals on this subject, which addressed the issue of alternate shutdown capability for a fire in either the control room or the cable spreading room.
Thus, the staff believed that the July 17, 1984 evaluation needed to be supplemented to specifically address this issue.
By letter dated November 24, 1986, the staff forwarded a request for additional information.
You responded by letter dated January 23, 1987.
Enclosed is the staff's supplemental safety evaluation of alternate shutdown capability for St. Lucie Unit No. 1.
The evaluation concludes that, except for two open items, your methodology for assuring safe shutdown for a fire in the control room and cable spreading room conforms with the criteria delineated in Sections III.G.3 and III.Lof Appendix R to 10 CFR 50 and in Generic Letters 81-12 and 86-10.
The two open items are (1) the absence of T-Hot indication on the alternate shutdown panel, and (2) the lack of analysis of multiple high im-pedance faults.
We acknowledge that you use T-Cold indication on the alternate shutdown panel instead of T-Hot or core exit thermocouple temperature.
In addition, we acknow-ledge that you believe that this approach was found acceptable.
However, we cannot find any documentation written by the staff which determined that T-Cold can be used in lieu of T-Hot.
Lastly, we acknowledge that this open item is also applicable to Unit No. 2.
Me request that you notify us within 45 days of the date of this letter of your plan to resolve the two open items.
