Zion Station Restoration Project Technical Support Document TSD 17-007 Revision 0 Page 2 of 59 1 Executive Summary Between April 2014 and August 2016, unconditional release (a.k.a. free-release) surveys were conducted on multiple buildings to support building demolition and a) the beneficial re-use of concrete as backfill material where no licensed materials were identified and b) the unconditional release of non-concrete materials from the site. The criteria that were applied, as delineated in ZS-LT-400-001-001, Unconditional Release of Material, Equipment and Secondary Structures [1], were based on scan measurements of 87 survey units.

During the execution of the surveys, an average of approximately 9 ambient background measurements were collected for each survey unit with a minimum of one (1) and up to 19, depending on the survey unit. Also, a total of 4,734 static (fixed-point) measurements using a one-minute count time were collected across all survey units with an average of 54 static measurements per survey unit.

Following demolition and backfill, the NRC staff requested additional information [2] as part of the review of Zions License Termination Plan regarding the unconditional release survey data and its comparison to the criteria specified in NUREG-1575, Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM) [3]). In order to provide this additional information, this evaluation was prepared and will be submitted to NRC for review.

This evaluation provides two determinations for the null hypothesis (Scenario A), a defined discrimination level and Type I and II decision errors as follows:

• Whether the static measurements collected for each survey unit would have passed the Sign test described in MARSSIM, and,

• Whether a sufficient number of static measurements would have been made if MARSSIM had been used as a survey design method.

In order to perform this analysis, the ambient background data was used to determine a unique critical level (Lc) for each survey unit. This critical level was calculated for a type 1 error rate of 5%. In other words, this analysis uses the presumption that there is a 5%

chance that an incorrect conclusion will result (i.e., that a survey unit would be released when it should have failed). We recognize that in our draft RAI response to NRC staff to provide additional information [2], we indicated that our previous response that referred to the use of a critical level was erroneously used in [1] and that in-fact, the critical level was not used as part of the unconditional release acceptance criteria. We also noted that our implementing procedures do not apply the critical level to our evaluations which remains to be the case. However, we have applied the critical level in this evaluation to conservatively demonstrate whether compliance with MARSSIM survey design would have been met. Lastly, our RAI response indicates that we will provide the NRC staff with additional information regarding the scan survey results and evaluation which will be provided as a separate technical support document.

Zion Station Restoration Project Technical Support Document TSD 17-007 Revision 0 Page 3 of 59 The analysis shows that all 87 survey units pass the Sign test when using the critical level (Lc) as a surrogate DCGL. In this analysis, two (2) of the survey units contained only one (1) ambient background measurement which prevents the calculation of a standard deviation for these units. Therefore, for these units, the average coefficient of variation for all 758 ambient background measurements was scaled against the measured ambient background value as an estimate of the standard deviation.

The design and implementation of the unconditional release surveys was similar to MARSSIM surveys regarding the use of data quality objectives and data quality assessment processes. Three principal differences between a MARSSIM survey design and our design for the unconditional release surveys were:

• Our survey design generally selected more fixed-measurement locations for each survey unit than what a MARSSIM design would dictate.

• The selection of the fixed-point measurement locations was biased to locations that may have contained licensed materials rather than using a random process whereas a MARSSIM design would be predicated on a random selection process (depending on classification).

• The acceptance criteria was based on the scan results rather than the fixed point measurement results using a discrete acceptance criteria of scan-MDCR plus the background count rate for each survey unit during scanning. In a MARSSIM-designed survey, the scan-MDCR is compared against the DCGLEMC which was not used for unconditional release surveys.

The data clearly shows that the scan measurement data and the static measurement data both meet the unconditional release acceptance criteria that was applied. In other words, all individual measurements (scan and static) were less than the scan-MDCR plus background and that all measurements were less than 5000 dpm/100cm2. This analysis also shows that all static measurements for each survey unit separately would pass the sign test criteria when we conservatively use a DCGL that corresponds to the critical level for each survey unit. Furthermore, this analysis identifies six survey units where the number of static measurements were less than what would have been prescribed by MARSSIM while still passing the Sign test criteria as described above. However, as noted in [2], some of these units would have been combined with other larger adjacent units thereby eliminating this condition had the survey been designed and implemented as MARSSIM surveys.

Lastly, we will apply a very conservative dose for the materials used for backfill where we assume that all surfaces contain residual radioactivity at either 5000 dpm/100cm2 or at the maximum observed value corresponding to the MDCR plus background count rate. The corresponding dose associated with 5000 dpm/100cm2 is 0.7 mrem.

Zion Station Restoration Project Technical Support Document TSD 17-007 Revision 0 Page 5 of 59 2 Introduction During April 2014 through August 2016, ZionSolutions personnel conducted unconditional release surveys (URS) on dozens of structures. This evaluation addresses the following seven (7) major structures:

• Cribhouse

• East and West Service Buildings

• Interim Radwaste Storage Facility (IRSF)

• Turbine Building

• Unit 1 and 2 Containments Exterior Surfaces These surveys were designed and implemented in accordance with ZS-LT-400-001-001 where the principal acceptance criterion for unconditional release was applied to scan measurements. A total of 87 survey units were designated as part of the survey campaign and the survey design included ambient background measurements, surface scans, static measurements (taken at the location of the highest scan reading), and loose surface contamination measurements (smears). The survey results showed that all scan measurements passed the acceptance criteria, but the background and fixed point measurements were not specifically evaluated. The ambient background measurements were used to calculate a minimum detectable count rate (MDCR) which was used to develop the scanning acceptance criterion. In the implementation of these surveys, this acceptance criterion was used to establish an alarm setpoint on the measurement instrument representing the background count rate plus the calculated MDCR for each survey unit. In addition to this acceptance criterion, the surveyors were trained to identify and re-evaluate areas where there was an increase in the instruments audible signal (click-rate).

Within the 87 survey units, a total of 4,734 static measurements and 758 individual ambient background measurements were made and recorded. Since all of the scan data met the acceptance criteria, the buildings were unconditionally released. To date, the material was primarily used to backfill the Cribhouse. The Turbine Building was backfilled with clean soil from offsite and partially with concrete (approximately 8 feet).

In parallel with the execution of the URS of the subject buildings, the license termination plan (LTP) had been prepared and submitted for review to the Nuclear Regulatory Commission (NRC) staff. During the review process, the NRC issued to ZionSolutions three rounds of Requests for Additional Information, or RAIs. One of the RAIs specifically requested additional information and analysis of the surveys using a MARSSIM-based statistical analysis. This evaluation provides the analysis of the static measurements and ambient background results using MARSSIM-based analysis techniques as well as a retrospective analysis of the survey designs.

Zion Station Restoration Project Technical Support Document TSD 17-007 Revision 0 Page 6 of 59 3 Methods 3.1 Available Data Table 1 shows a summary of the survey data collected for the URS of each of the major buildings. As shown in the table information, each building was divided into survey units and classified using guidance from MARSSIM. This was based on information contained in Zions Historical Site Assessment (HSA). For each building listed in Table 1, the scan percentage and number of static measurements are provided. In addition, the mean number of static measurements per survey unit and the smallest (minimum) number of static measurements collected in a survey unit for each building are shown.

For all static measurements, a Ludlum model 43-68 detector connected to a Ludlum model 2350-1 data logger/scaler was used. This detector is a 100 cm2 gas flow proportional detector that can be used for measurement of alpha and/or beta radiation. For these surveys, only beta measurements were conducted. For some areas, a 600 cm2 floor monitor was used but this data is not assessed in this evaluation.

For each survey unit, ambient background measurements were taken and recorded. As required by ZS-LT-400-001-001, these measurements were taken in the ambient environment with a distance of at least 6 inches from surfaces. The purpose of these background measurements was to establish a MDCR for scanning since it was recognized that ambient background radiation levels varied across the site due to the movement or temporary storage of radioactive wastes destined for ultimate disposal and no credit was taken for material-specific backgrounds. The number of ambient background measurements varied across each of the survey units, but the average number, minimum

The average, minimum, and maximum background count rates from this data set (all 758 ambient background values combined) were 273, 169, and 556 cpm, respectively, across all 87 survey units.

A listing of the survey units represented by the summary data in Table 1 is provided in Table 2, which shows a secondary survey unit number used for convenience in this analysis, the Survey Unit name, and its associated building.

Zion Station Restoration Project Technical Support Document TSD 17-007 Revision 0 Page 10 of 59 3.2 Application of the Sign Test For most MARSSIM surveys, a derived concentration guideline level (DCGL) is derived and represents a quantity of radioactivity distributed in a volume or surface area of material and is related to a dose quantity. This DCGL is applied in the non-parametric Sign test to determine whether a survey unit passes the criteria by first listing the difference between each measurement and its associated DCGL. The DCGL terminology used in this analysis is not related to any of the DCGL concepts contained in the Zion LTP or its supporting documents.

In the case of the surveys represented in this analysis, any identified licensed radioactive material would have failed the ultimate survey criteria for unconditional release; therefore, a detectability criterion is required to represent a DCGL rather than an activity concentration. This DCGL can represent an instrument count rate rather than an activity level provided that the following conditions are met, otherwise, detector backgrounds across different instruments would not be correlated or comparable:

• Beta counting efficiencies for various instruments used in the surveys are identical or at least similar, and

• All instruments passed pre and post use daily QC checks or a survey was repeated.

In the case of the unconditional release surveys, these criteria were met through programmatic and procedural controls.

Therefore, using the premise that all background measurements can be compared, a background (Rb,i) and standard deviation ( Rb,i) for the background measurements of each survey unit was calculated. For the two survey units where only 1 background measurement was taken, a standard deviation was calculated by applying a coefficient of variation (CV) to the background value for the unit for all 87 survey units (758 ambient background measurements). Once these quantities were calculated, a DCGL was calculated as shown in Equation 1.

Equation 1 This DCGL represents the critical level above background for K of 5% and is consistent with applying a non-detection criteria for unconditional release of materials using the Sign test. The average, minimum, and maximum DCGL are 441 cpm, 236 cpm, and 1097 cpm, respectively, for all 87 survey units. This range of values indicates that ambient background levels were variable across the site during the survey periods.

Zion Station Restoration Project Technical Support Document TSD 17-007 Revision 0 Page 14 of 59 4 Results 4.1 Sign Test Appendix 0 contains all 4,734 measurement results subdivided into each of the survey units and shows the gross count rate for each static measurement, the difference between the gross count rate and the survey-unit-specific DCGL from Table 3, and an indicator showing whether the difference is positive or negative. There are no differences that equal zero, so no adjustments to the number of samples are required for analysis using the Sign test.

The execution of the Sign test involves the comparison of the number of positive differences, S+, to the Critical Value, Cv, where:

Table 4 shows the results of the Sign test calculation for all 87 survey units, which all pass the Sign test criteria for K of 5%.

Zion Station Restoration Project Technical Support Document TSD 17-007 Revision 0 Page 16 of 59 4.2 Retrospective Evaluation Although the unconditional release surveys were not designed in compliance with MARSSIM, Section 4.1 shows that all of the survey units would have passed the sign test based on the static measurements only. If the surveys had been designed using MARSSIM and based on static measurements, a retrospective analysis that evaluates whether an adequate number of samples was collected in each survey unit could be done. This retrospective analysis provides that evaluation.

The number of fixed static samples that would be required for analysis using the sign test is a function of delta () and sigma () where:

=, and Sigma is the standard deviation of the static measurements within a survey unit.

Using MARSSIM, the larger the value of delta, the lower the number of required samples.

Therefore, to maintain conservatism, a value corresponding to the mean of each measurement unit will be selected for the lower bound of the gray region (LBGR) will be used in this analysis. As discussed above, the DCGL for this analysis is set to the critical level, Lc, for each survey unit specifically for the unconditional release criteria. As discussed previously in this analysis, note that this specific DCGL is not related to the various DCGLs provided in the Zion draft LTP and supporting documents and have no relationship to any dose criterion.

From the above, the relative shift (/) is calculated for each survey unit and the corresponding value of Sign p is determined from MARSSIM Table 5.4. The number of samples, N, is then calculated using Equation 3.

Equation 3 For this analysis, the values of alpha and beta are set to.05 (5%), therefore the corresponding values of Z are both 1.645. Table 5 provides a summary of the required number of samples for each of the 87 survey units.

The data in Table 5 show that six (6) out of the 87 survey units would not have met the required number of samples to meet the sign test criteria established in this analysis. This deficit represents a total of 42 additional static measurements distributed in the 6 survey units that would have been required if the survey design used the methods described in this analysis. This is a small number of additional samples out of the total of 4734 static measurements (<1%) given that material-specific backgrounds were not considered here and some of the survey units would have been combined for a MARSSIM-designed survey.

Zion Station Restoration Project Technical Support Document TSD 17-007 Revision 0 Page 18 of 59 5 Conclusions This analysis shows that using a DCGL corresponding to the critical level of background measurements for each survey unit, then all survey units would have passed the the Sign test criteria. As discussed above, all measurements in each survey unit were less than the unconditional release criteria of 5000 dpm/100cm2 using an acceptance criteria of MDCR plus background count rate. In fact, no individual scan measurements exceeded the scan-MDCR plus background criteria. In retrospect, if these surveys had been designed using MARSSIM criteria, it is possible that some of the survey units would have been combined to address a small fraction of the survey units in regards to the number of samples. Also, if the surveys were specifically designed using all of the MARSSIM criteria, a small fraction of the survey units (six) may have required an investigation of material-specific backgrounds or of fluctuating ambient backgrounds due to movements of radioactive materials during the surveys. Such investigations may have been performed during the survey process, but, since the acceptance criteria was met for scan surveys, investigations were not required or performed. Given that this analysis criteria (using the critical level as a DCGL) is more conservative than the criteria applied from the scan surveys, we believe this provides additional evidence that the materials met the unconditional release criteria for the materials that were surveyed. Furthermore, we are applying a very conservative dose for the materials used for backfill where we assume that all surfaces contain residual radioactivity at either 5000 dpm/100cm2 or at the maximum observed value corresponding to the MDCR plus background count rate. The corresponding dose associated with 5000 dpm/100cm2 is 0.7 mrem.
