The program shall be conducted in accordance with the 1974 Edition of the ASNE Boiler E Pressure Vessel Code (through Summer 1975 Addenda) except for specific relief requested in accordance with 10 CFR 50.55a(g)(5)(iii).

The .program is applicable for the period April 21, 1980 to April 21. 1990.

ACTIVE VALVES are required to change position ez,ther by opening, closing, or opening and re-closing to either safely shut down the reactor or mitigate the consequences of an accident.

2) PASSIVE VALVES are not required to change position to ez.ther safely shut down'he reactor or mitigate the consequences of an accident.
3) EXERCISING Exercising is the demonstration, based on direct or indirect visual or other position indication, that the valve exhibits the required change of disk position to fulfill its function.

a) FULL STROKE is the valve stem or disc movement to the position required (to open or to close) to fulfillits function.

b) Normall o en valve - verification of seating upon cessation or reversal of flow.

c) Normall closed valve - verification of opening upon cessation of pressure differential or initiation of flow or by mechanical force.

In any event, plant startup shall not be delayed to complete valve testing.

No credit. is taken in the Safety Analysis for any pressure reducing devices, except the pressurizer safety valves (V-1200, V-1201, and V-1202) and the main steam safety valves (V-8201 through V-8216).

Test Requirement: IWV-3410 Basis for Relief: The failure of either of these valves in the open -.osition, by testing during during plant operation, would require a unit outage to perform maintenance on the failed valve.

The failure of either of these valves in the open position, by testing during cold shutdown, would result in a loss of system function. Both valves are required to ensure low-temperature overpressure protection during cold shutdown.

Test Requirement: IWV-3410 Basis for Relief: The failure of either o these valves in the closed position; by testing during plant operation, would require a unit shutdown to perform maintenance on the failed valve.

This could place the plant in an unsafe mode of operation.

Alternate Testing: This valve will be tested during cold shutdowns.

2. Valve: SE-01-01 and V-2505 Category: A Class: 2 Function: Provides controlled leakoff flow path for the reactor coolant pump seal system.

Test Requirement: INV-3410 Basis for Relief: Testing these valves during plant operat'on will interupt flow of the controlled leakoff from the reactor coolant pump seals, which could result in damage to the reactor coolant pumps. This could place the plant in'n unsafe mode of operation.

Alternate Testing: These valves will be tested during cold shutdowns.

Further, testing this valve during cold shutdowns would isolate one of the boration flow paths to the reactor coolant system. This could result, in placing the plant in an unsa fe mode of operation.

Alternate Testing: This valve will be tested during refueling shutdowns.

6. Valve: V-2514 and V-2174 Category: B Class: 2 Function: Provides flow path from normal boric acid makeup flow path to the emergency boration flow path.

1. Valve: NT-15-1 Category: A Class: 2 Function: Provides a primary water flow path to the Quench Tank.

Test Requirement: IWV-3410 Basis for Relief: Failure of this valve in the open position, by testing during plant operation, would cause a loss of containment integrity.

Alternate Testing: This valve will be tested during cold shutdowns.

2. Valve: I-V-15328 Category: AC Class: 2 Function: Prevents reverse flow from the Quench Tank to the Primary Water System.

Test Requirement: IWV-3520 Basis for Relief: Failure of this valve in the open position, by testing during plant operation, would cause a loss of containment integrity.

Alternate Testing: This valve will be'ested during cold shutdowns.

1. Valve: I-SE-17-lA and I-SE-17-1B Category: B Class: 3 Function: Provides flow path from the Emergency Diesel-generator Diesel Oil Storage Tank to the Skid-mounted Diesel Oil Day Tank.

Test Requirement: IWV-3410 Basis for Relief: These self-contained, completely enclosed solenoid valves have no external valve position indicators.

Therefore, stroke-time measurements and valve position verification is impractical.

Alternate Testing: An increase in level in the Skid<<

mounted Diesel Oil Day Tank, while exercising these valves quarterly, will demonstrate that the moving parts of these valves function satisfactorily.

1. Valve: V-25-20 and V-25-21 Category: A/C Class: 2 Function: These check valves and the associated air operated butterfly valves provide the vacuum relief function to protect the containment vessel against excess external pressure.

These valves prevent the differential pressure between the containment and the shield building atmosphere from exceeding limits. These check valves prevent reverse flow in the containment relief system.

Test Requirement: IWV-3520 Basis for Re'lief: These valves are located inside the containment building at approximately elevation 80.0. Testing these valves requires containment entry. Personnel performing the tests would be exposed to radiation of approximately 5,000 millirems per'our (predominately neutron).

We estimate one man-hour will be required for testing these valves. Therefore, testing these valves during normal plant operation would result in a commitment of 5,000 millirems each test or a total of 20,000 millirems annually (20 man-rems exposure each year).

Alternate Testing: These check valves will be exercised during cold shutdowns.

2. Valve: FCV-25-2, FCV-25-3, FCV-25-4, and FCV-25-5 Category: A Class: 2 Function: Provides supply and exhaust flow path for outside air supply to the reactor containment

'nd reactor containment building exhaust, to the plant vent system.

Test Requirement: IWV-3410 Basis for Relief: These "Passive Valves" are not required to change position to either safely shut down the reactor or mitigate the consequences of an accident. Therefore, exercising these .valves is 'not: required.

Alternate Testing: These normally closed valves will be exercised during the performance of the local leak rate tests during r'efueling shutdowns. *

3. Valve: V-25-11, V-25-12, V-25-13, V-25-14, V-25-15, and V-25-16 Category: A Class: 2 Function: Provides outside air supply and reactor containment building exhaust flow path for the containment hydrogen purge system.

Test Requirement: IWV-3410 Basis for Relief: These valves are positioned closed and locked closed during plant operation and during shutdowns. These valves are under administrative control.

Alternate Testing: These valves will be exercised during the performance of the local leak rate tests during. refueling shutdowns.

4. Valve: FCV-25-7 and FCV-.25-8 Category: A Class.>> 2 Function: These air operated butterfly valves and the associated check valves provide the vacuum relic f function to protect the containment vessel against excessive esternal pressure.

These valves prevent the differential pressure between the containment and the shield building atmosphere from exceeding limits. These butterfly valves provide a flow oath from outside containment into'he-containment vessel.

Test Requirement: IWV-3410 Basis for Relief: These valves are located in the annular space between the containment vessel 'steel shell and the concrete shield building at approximately elevation 80.0. Testing these valves requires containment entry. Personnel performing the tests would be exposed to radiation of approximately 5,000 millirems (predominately neutron) .

Ne estimate approximately one man-hour will be required for testing these valves. Therefore, testing these valves during normal plant operation would result in a commitment of 5,000 millirems each test or a total of 20,000 millirems annually (20 man-rems exposure each year).
