COMMONWEALTH EDISON RESPONSE TO NRC BULLETIN 90-02, "LOSS OF THERMAL MARGIN CAUSED BY CHANNEL BOX BOW," (TAC NOS. 76327, 76328, 76347, 76348, 76335, 76336)

By letter dated April 26, 1990, you.provided your response to NRC Bulletin 90-02, "Loss of Thermal Margin Caused by Channel Box Bow," for Dre*sden Station, Units 2 and 3; Quad Cities Station, Units 1 and 2; and LaSalle County Station, Units 1 and 2.

~Review of your response has resulted in our determihation that your* initial actions, as described for LaSalle County Station, Units 1 and 2 and Dresden, Unit 3,. conform to the requirements defined in the subject Bulletin.

Review of both the General Electrfc (GE) and Advanced Nucl~ar Fuels (ANF) methodologies are in progrels and are not expected to be complete until summer, 1990. These methodologies are only applicable to single bundle lifetime channels.

Concerns identified as a r~sult of our detailed review of the GE and ANF methodologies, if any, will be forwarded to you by separate correspondence.

Your actions with regards to Quad Cities Station, Units 1 and 2, are deemed acceptable because of the locatio~ of the two affected bundles in the core and the critical power ratio (CPR) margins available. For Dresden, Unit 2, your actions as described in Attachment B of your submittal are appropriate in that the assumed bowin~ is the maximum possible considering the actual narrow gap width for each of the three second bundle lifetime channel boxes used in the four bundle array modeled.

The four bundle array used in the analysis of the channel bow effect on thermal limits provides an appropriate limiting configura-tion.
