Dresden Nuclear Power Station, Unit Nos. 2 and 3 By letter dated November 17, 1987, Commonwealth Edison Company (CECo) submitted proposed changes to certain requests for relief in its second 10-year interval

• rsT progr~m for Dresden Nuclear Power Station, Units 2 and 3. The changes were proposed in response to the staff's interim Safety Evaluation (SE) issued on September 16, 1987.

By letter dated July 28, 1988 you requested that relief request VR-16 concerning inservice testing of valve stroke times be withdrawn.

The staff has therefore not included the relief request in its evaluation.

We have reviewed the remaining proposed changes and find that the revised requests for relief from ASME Section XI requirements are acceptable for

.implementation provided that they are implemented in accordance with the provisions contained in the enclosed SE.

One relief request (VR-22) has been treated as a relaxation of the ASME code requirements by the staff provided certain alternate testing is perfonned.

It should be noted that this evaluation is not intended to replace a complete IST program review.

Until the staff completes its review and a final SER is issued, the enclosed SER provides an interim approval of your proposed IST program changes. Since this interim approval does not represent the results of the final program review, the final SE could contain relief request denials or identify components that should be added to the Dresden Units 2 and 3 IST program.

Accordingly, relief from certain test requirements is granted for Dresden Units 2 and 3 as requested, pursuant to 10 CFR 50.55(a)(3)(i) and (g)(6)(i). This relief is authorized by law and will not endanger life or property or the common

defense and security and is otherwise in the public interest g1v1ng due consideration to the burden upon the licensee that could result if the require-ments were imposed on the facility.
