Request for Additional Infonnation Dresden Nuclear Power Station, Units 2&3 Item 2.2.1 Equipment Classification -
All Other Safety-Related Components Docket Nos. 50-237/249 We have reviewed the licensee's response to Item 2.2.1 of Generic Letter 83-28
.and find we need additional 1nfonnation from the licensee as indicated below in order to complete our review.
Item 2.2.1 - Program The licensee's response failed to conf1nn that the group consisting of all safety-related structures, systems, and components other than those required
- to trip the reactor are identified as such on plant documents such as drawings, procedures, system descriptions, test and maintenance instructions, operating procedures, and infonnation handling systems so that personnel who perfonn activities that afftct such safety-related components are aware that ~hey are working tin safety-related components and are guided by safety related procedures end constraints. The licensee needs to confinn in.his response the existence of such a program and either describe it or refer to descriptions of its parts in.
responses to the various sub-items which follow.
Item 2.2.1.1 Criteria The licensee's response is incomplete in that no description of the criteria for identif1cat1on of components as safety-related was presented nor were the procedures included so that it could be detennined that the criteria used met the requirements of this sub-item.
The licensee needs to either describe the criteria used to classify structures,.*
systems, and components as safety-related or confirm that the criteria contained*
in the corporate QA manual meets the requirements stated 1n the footnote to*
Item 2.2.1 1n Generic Letter 83-28 (NUREG-1000, Vol. 2).
Item 2.2.1.2 - Infonnat1or1 Handling System The licensee's response failed to describe how the listings were prepared,
- va lida*ted, *and maintained. The licensee *needs *to provide infonnat*ion *descr-ib1ng how the listings were prepared and validated as well as 1nfonnat1on describing
- procedures* used to*-enter new -items-, change the-class-ificat1on-of -1 isted items, prevent unauthorized changes, and assure the listing 1s available to users as* -
an unambiguous version.
f*
- Item 2.2.1.3 - Use of Equipment Classification Listing The licensee's response is incomplet~ because it does not clearly confinn that all activities which can aff~ct safety-related equipment are considered safety-related.or identify.clearly.those activities which are.not.
The licensee needs to either clearly confinn that all activities which affect
- safety-related equipment are considered safety-related or clearly identify those which are not and justify why they are not so classified.
Item 2.2.1.4 - Mandgement Controls The licensee's response is incomplete because it failed to describe the program by which management will determine that the equipment classification information handling 5ystem was prepared according to approved procedures, its contents properly validated, is being maintained current, and is being used to determine equipment cl~ssif ication as intended.
The licensee should describe the program of audit or other means by which*
management assures itself that the equipment classification infonnation handling system was properly prepared and is being properly implemented and used.
