Commonwealth Edison Company

ATTN:

Mr. Cordell Reed

Vice President

Post Office Box 767

Chicago, IL

60690

Gentlemen:

This refers to the special safety inspection conducted by Mr.* M. M. Moser

of this office on March 6-8, 11-14, 18-22, 26-28, April 4, 5, 9-11, 15, 18,

1985, of activities at Dresden Station, Units 2 and 3, authorized by NRG

Operating Licenses No. DPR-19 and DPR-25.

It also refers to the discussion

of our findings with Mr. J. Wujciga and others of your staff at the conclusion

of the inspection.

This inspection was the first in a planned series to provide in-depth review

and evaluation of your maintenance program and its implementation.

During the

last SALP reporting period, the maintenance area was given a Level 3 rating

primarily because of failures to follow procedures.

We have concluded that

the program is acceptable; however, improvement is needed in its implementatio~.

We recommend continued management emphasis and craft personnel attention to

ensure that procedures are followed and personnel errors are minimized.

During this inspection, certain of your activities appeared to be in violation

of NRG requirements, as specified in the enclosed Appendix.

A written response

is required.

In accordance with 10 CFR 2.790 of the.Commission's regulations, a copy of

this letter and the enclosures will be placed in the NRG Public Document Room.

  • The responses directed by this letter (and the accompanying Notice) are

not subject to the clearance procedures of the Office of Management and

Budget as required by the Paperwork Reduction Act of 1980, PL 96-511 .
