EVALUATION OF COMMONWEALTH EDISON CORRECTIVE ACTIONS RE TORUS VACUUM BREAKER LEAKS AT DRESDEN STATION UNIT 2 In a letter dated September 7, 1983, the staff confirmed an exemption to Commonwealth Edison (CECo) from the requirements of Appendix J.Section IV.A of 10 CFR Part 50 which pertains to Type A leak testing following containment boundary repairs.
In that letter, the staff noted that the recurrence of an almost identical problem within a few weeks caused some concern relative to the effectiveness of the quality assurance aspects of the welding.
As a result, you were asked to provide a report by October 10, 1983 discussing your assessment of the causes and corrective actions found necessary to the QA and other programs as a result of these occurrences.
You responded by letter dated October 7, 1983.
The staff has reviewed the information prov1ded in your October 7, 1983 letter and prepared the enclosed Safety Evaluation.
Based on this evaluation, the staff has found the containment boundary repairs to be acceptable and your corrective actions to prevent the recurrence of this type of event to be adequate.
