The amendment is in *partial response to your application dated May 11,

  • 197~~ which ~equest~d approval for the installation of 33 high-density sp~nt fuel storage racki at Dresden Station Units 2 and 3.

However,.

because of the NRC staff's concerns with respect to seis~ic matters, by letter dated August 10, 1981, you requested approval for installation and use cif five racks for Dresden Uriit 3 only.

_by your letters dated January 12 and 24, 1979, May 30, 1979, June 12, 1979, Augu-st:.. J7; 1979, October 19 and 29, 1979, December 2, 1980, January 29, 1981, and June 8~ 1981.

The 9mendment authorizes a Technical Specification.change which requires tha effective subcritical multiplication factor (K ff) in the spent fuel pool be maintained below 0.95, and incorporatesa n~w License Condition 3.0 which (1) approves the installation and use of five high-density storage racks in the spent fuel storage pool for Dresden Station Unit 3, (2) requires fuel stored in the spent fuel pool to have a U-235 loading less than or equal to 14.8 grams per axial centimeter, and (3) requires no loads heavier than the weight of a single fuel assembly and handling tool to be carried over fuel stored in the spent fuel poo1:

The license amendment also incorporates the requirement that the FSAR be updated to reflect the four commitments relied upon by the Board in reaching their decision.
