As discussed in a scheduling teleconference call between NRC staff and Maria Zamber, Jeff Fugate, and Robert OQuinn of the licensee staff on June 26, 2017, the NRC staff stated that they can complete their review of the requests for alternative by the beginning of Waterford 3s 4th IST Interval, which is December 1, 2017.

April, Thanks for the acceptance review. I have a question: below it states that the 4th interval starts on December 21, 2107; however our records and our submittal states that our 4th interval starts on December 1, 2017. Can you provide a clarification?

Accession No. ML17164A426), Entergy submitted three requests for alternatives to the American Society of Mechanical Engineers (ASME) Operation and Maintenance (OM) Code for the Fourth Inservice Testing (IST)

Interval for Waterford Steam Electric Station Unit 3 (Waterford 3). The purpose of this email is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of these requests for alternatives. The acceptance reviews were performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance reviews were also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application. In accordance with LIC-109, Revision 2, the staff has concluded that the application does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review of all three requests for alternative to the ASME OM Code, and to make an independent assessment regarding the acceptability of the proposed requests in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.

Based on the information provided in your submittal, the NRC staff has estimated that these licensing requests will require the following approximate number of hours to complete:

MF9871: PRR-WF3-2017-1: 45 hours1.875 days <br />0.268 weeks <br />0.0616 months <br /> MF9870: PRR-WF3-2017-2: 65 hours2.708 days <br />0.387 weeks <br />0.089 months <br /> MF9869: GRR-WF3-2017-1: 105 hours4.375 days <br />0.625 weeks <br />0.144 months <br /> The licensees application requested authorization of the referenced requests for alternative by June 13, 2018.

However, Title 10 of the Code of Federal Regulations (10 CFR), Paragraph 50.55a(z) requires that these requests must be approved before the implementation of the alternatives, which is expected to occur before the requested date. As discussed in a scheduling teleconference call between NRC staff and Maria Zamber, Jeff Fugate, and Robert OQuinn of the licensee staff on June 26, 2017, the NRC staff stated that they can complete their review of the requests for alternative by the beginning of Waterford 3s 4th IST Interval, which is December 21, 2017. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. These estimates are based on the NRC staffs initial review of the application and they could change, due to several factors including requests for additional information, unanticipated addition of scope to the review, and review by NRC advisory committees or hearing-related activities.
