This refers to the inspection conducted by M. Peck, A. M. Stone, C. Gill,
D. Hills, D. Liao, and C. Zelig of this office, and by R. Zuffa of the -
Illinois Department of Nuclear Safety, on March 16 through May 5, 1993.
The
inspection included a review of activities authorized for your D~esden Nuclear
Station, Units 2 and 3, facility.
At the conclusion of the inspection, the
findings were discussed with those members of your staff identified in the
enclosed report'.

Areas examined during the inspection are ideritified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
Based on the results of this inspection, certain of your activities appeared -
to be in violati6n of NRC requirements, as specified in the enclosed Notjce of
Violation (Notice}. Although Section 2.201 requires you to submit to this
office, within 20 days of your receipt of this Notice, a written statement of
explanation, we note that this violation had been corrected and those actions
were reviewed during this inspection. Therefore, no response with respect to
the violation is required.
During this inspection, certain other of your activities appeared to be in
violation of NRC requirements.
The non-cited violation described in paragraph
6 of the enclosed inspection report was categorized as Severity Level V and is
not being cited because the criteria specified in Section VII.B of the
. "Geneial Statement of Policy and Procedures for NRC Enforcement Acti~ns,"
(Enforcement Policy, 10 CFR Part 2, Appendix C), were satisfied.

A-weakness in the implementation of your Shutdown Risk Program management
controls was*identified during the inspection. Signs identifying plant
equipment as "shutdown risk protected pathway components" were found
.
unattached to the designated components.
You are requested to provide a
written response to this office within 30 days addressing the weakness along
with corrective actions to prevent recurrence.
