NOTICE OF DEVIATION Commonwea 1 fh Ed i*son Company Dresd~n Station~ Units 2 and 3
- Docket ~os. 50-237; 50-249 Licen~e Nos. DPR-19; DPR-25 During an NRC *inspection conducted on December 15, 1992, through February 4, 1993, a deviation of your commitment to.Jnstall manual closure capability on certain containment isolation valves wa~ identifi.ed.
- In accordance with the "General Statement of Policy and Procedµre for NRC Enforcement Actions,"
- 10 CFR Part 2, Appendix C, the deviation is listed belo~:
The Systematic Evaluation Program Integrated Plant Safety Assessment for Dresden Nuclear Power Station Unit 2, NUREG 0823, issued February 1983 corit~ined a requirement that the.low pressure coolant injection {LPCI) injection valve* 1501-22A{B) and the.core spray injection valves 1402-l5A{B) be capable of being remote manually closed following an accident.
In response.
to this requirement, Dresden Station responded via letter dated April 14, 1984, and stated that "a modification to the logic circuitry to the 1501-22A(B) and 1402-25A(B) valves is underway.
Upon completiort 6f these modifi6ations, the leakage conditions under which these valves should be i~olated will be incorporated i~ the appropriate procedures as part of the modification package."
Contrary to the above, as of _February 3, 1993-, operators were unable to remote manually close the LPCI injection valves 2(3)-1_501-22A(B) following.an accident.

Document Control Desk, Washington, D.C. 20555, with a copy to the Regional Administrator, Region 111, and a copy to th~ Dresden NRC*Resident Inspector, in writing within 30 days of the date~of this Notite, the reasons for the.
deviation, the corrective steps which have been taken and the results achieved, the torrective steps which will be* taken to avoid further deviations, and the dat~ when your corrective action will be completed.
Where g6od cau~e is shown, consideration will.*b~ given to extending the response time.
