Dear Mr. DelGeorge:

This refers to the inspection conducted by M. Leach, M. Peck, A. M. Stone,
P. Lougheed, D. Butler, ahd F. Brush -0f this office, and by R. Zuffa of the
Illinois Department of Nuclear Safety, on December 15, 1992 through
February 4, 1993. -The inspection included a review of activities authoriz~d
f6r your Dresden Nuclear Station, Units 2 and 3, facility.
At the-conclusion
of the inspection, the findings were discussed_ with those members of your
staff identified in the enclosed report.*
Areas examined during the inspection are.identified in the report. Within
these areas, the inspection tonsisted of selective examinations of protedures
and representative records, interviews with personnel, and observation of
- activities in progress.
Based on th-e results of this inspection, certain of your activities appeared
to be in violation of NRC requirements, as specified in the encl~sed Notice.
Although Section 2.201 requires you to submit to this office, wfthin 20 days
of your rec~ipt of this Notice, a written statement of explanation, we note
that this violation had been corrected and tho~e corrective actions were
reviewed during this inspection. Therefore, no *r~spohse with respect to the
violation is required.
In addition, certain of your activities set forth in the enclosure to this
letter, appear to be a deviation from commitments which you made_ in previous
correspondence with the Commission.
Manual closure capability on certain
containment isolation valves has not been provided as committed to in your
response to the Systematic Evaluation Program.

On becember 30, 1992, we were mad~ aware of NRC draft documents which were
inadve~tently released to a m~mber of your staff.
In accordance with Region
III Procedure 0961, "Release of Draft NRC Reports and Other Documents," the
.documents are attached in Appendix A.
In *accordan.ce __ wJth_JO:CFR-2.790 of the COminissfon"s regulations, *a copy of
this letter.and the enclosures will be placed in the NRC Public Document Room.
