REQUEST FOR TECHNICAL ASSISTANCE INTERPRETATION AND RESOLUTION OF REGULATORY GUIDE (RG) 1.97 AT PALISADES, DOCKET NUMBER 50-255 (AITS # 92-0639)
ENCLOSURE 5 Determine if the licensee complies with. RG 1. 97, Revision 3 for use of resistors as an isolation device and their use of a non-approved isolation device.
Two unresolved items remain open.
Unresolved Item 255/92004-03CDRSl:. Evaluate and determine the acceptability of.using lOOk Ohm resistors to isolate Category 1 variables, steam generator pressure (Channel B) and pressurizer pressure (Channel A), from a non-Class lE datalogger/data processor.
The licensee stated their intentions.in this
- regard in a letter dated August 10, 1983.
Previous discussions with NRR/SICB revealed that resistors were not considered acceptable isolation devices because adequate testing had not been performed.
The licensee committed to test the resistor configuration as stated jn a letter dated April 30, 1992.
The licensee is scheduled to complete testing by December 31, 1992.
The test results will be submitted to NRR upon completion of the testing.
Unresolved Item 255/92004-04CDRSl:
Evaluate and determine acceptance of an AGM Electronics, Model CD-4000 isolator used in containment hydrogen monitoring instrumentation.
Our discussions with NRR/SICB concluded that this isolator had not been approved.
Copies of the wiring/schematic diagram with product description were previously forwarded to NRR/SICB.
Because adequate test documentation to evaluate maximum credible fault testing could not be obtained from the vendor, the licensee committed to test the device by December 31, 1992.
Copies of the test data will be submitted to NRR upon completion of the testing.
