.Determine if the licensee complies with RG 1.97, Revision 2 for the unique identification of control room instrumentation.
One unresolved item remains open.
Unresolved Item 341/91014-0lCDRSl:
Determine adequacy of the licensee's method of implementation of RG 1.97, section C.l, paragraph 1.4.b, which addresses equipment identification. The licensee has not uniquely identified any RG 1. 97 instruments as required* by RG 1. 97.
Paragraph 1. 4. b states, "The instruments designated as Types A, B, and C and *categories 1 and 2 should be specific~lly identified.on the control panels so that the operator can easily discern that they are intended for use under accident conditions."
The licensee stated that a~ except~on had been taken based Upon a human
- factors review as stated in their submittal, NRC-89-0201 dated September 12; 19~9. The.licensee's exception was clearly stated; however, the TER and SER.
(dated November 1989, and May 2, 1990, respectively) did not specifically approve or disapprove the departu~e from.the RG.
The litensee also stated
'that another facility had received approval for similar reasons as identified*
in NRC Inspection* Report 50-289/90-10, page 10, section 5.0, second paragraph.
It is our position that the licensee's method of equipment identification did not meet the intent of RG 1. 97; however, during discussions with Mr. Barry Marcus *of NRR/SICB and the licensee,* it was determined that further review by NRR was required.
