SUPPLEMENTAL SAFETY EVALUATION FOR THE STATION BLACKOUT RULE -
DRESDEN NUCLEAR POWER STATION, UNITS 2 AND 3 AND QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 (TAC NOS. 68539, 68540, 68590 AND 68591)
By letter dated December 11, 1990, we sent you our Safety Evaluation (SE) pertaining to the Station Blackout (SBO) Rule, 10 CFR 50.63, for Dresden and Quad Cities.
We found your proposed method for coping with the SBO to be acceptable, subject to the satisfactory resolution of several recommendations that were itemized in our SE.
By letter dated February 15, 1991, you responded to our SE.
Enclosed is our supplemental SE which evaluates your responses to our recommendations.
Your responses to our recommendations concerning proposed Alternate AC (AAC) Power Source (Section 2.1); Emergency Diesel Generator (EOG) reliability program (Section 2.6); and Part 3 of Proposed Modifications (Section 2.5), condenser level indicator transmitter, were found to be acceptable.
However, your responses to Condensate Inventory for Decay Heat Removal, Effects of Loss of Ventilation, and Containment Isolation (Sections 2.2, 2.3 and 2.4) were incomplete.
You have committed to address these recommendations *in the future, but you did not provide a schedule for doing so. Please provide your schedule for addressing these items within thirty (30) days of receipt of this letter.
