SAFETY EVALUATIONS OF THE RESPONSE TO THE STATION BLACKOUT RULE RELATED TO DRESDEN, UNITS 2 AND 3 AND QUAD CITIES, UNITS 1 AND 2 (TAC NOS. 68539, 68540, 68590 AND 68591)

By letters dated April 17, 1989, March 30, 1990 and May 18, 1990, you submitted responses to the Station Blackout (SBO) rule for Dresden, Units 2 and 3 and Quad Cities, Units 1 and 2.

These responses were reviewed by an NRC contractor, SAIC, and the NRC staff. In a letter dated September 26, 1989, you also provided SBO calculations for both Dresden and Quad Cities Stations. In add.ition, meetings were also held between you and the staff on October 4 and 5, 1989, December 20, 1989 and March 28, 1990, to discuss your initial and revised responses to the SBO rule.

Enclosures 1 and 2 contain our Safety Evaluations (SE) related to your response to the SBO rule (10 CFR 50.63) for the Dresden and Quad Cities Stations, respectively. Attachment 1 to Enclosure 1 is the associated SAIC Technical Evaluation Report (TER} SAIC-90/1058, "Dresden Station Units 2 and 3, Stati6n Blackout Evaluation," dated October 26, 1990. to Enclosure 2 is the associated SAIC-90/1071, "Quad Cities Station Units 1 and 2, Station Blackout Evaluation," dated October 26, 1990.

We have determined that your response and proposed method of dealing with an SBO for both stations is acceptable. Since follow-up inspections by the NRC may be performed t9 verify implementation and the adequacy of supporting documentation, it ts requested that you notify the staff by letter when the SBO modifications are complete for each station. Inspection guidance is being deve*loped in the following areas:

a.

Hardware.and procedural modifications,

b.

SBO procedures in accordance with Regulatory Guide 1.155, Position 3.4, and NUMAR( 87-00, Section 4,

c.

operator staffing and training to follow the identified actions in the SBO procedures,

d.

EOG reliability program meet1ng, as a minimum, the guidelines of Regulatory Guide 1.155,
