Dear Nr. Byram:
The enclosed
report documents
a resident
inspection
conducted
by Ns.
N.
Banerjee,
Nr. B. J.
NcDermott,
and others
from July 5,
1995 through
August 5,
1995, at the Susquehanna
Steam Electric Station
(SSES),
Salem
Township,
Areas relevant to the health
and safety of the public
examined during the inspection
are described
in the enclosed report.
At the
c'onclusion of the inspection,
the inspectors
summarized their preliminary
findings with Nr. H.
G. Stanley
and other members of your staff.
Throughout the inspection period, the plant was operated
in a safe manner.
Good emphasis
was provided
on timely correction of the Emergency
Plan tele-
notification system deficiencies identified during
a call-out drill.
You
stated that you plan to perform
a tele-notification system call-out with
physical
manning of the response facilities in the near futur e to further
demonstrate
your ability to respond during off-hour emergency situations.
Based
on the results of the inspection,
one of your activities appeared
to be
in violation of NRC requirements.
Specifically, it involved
a management
decision not to enter
a plant technical specification required action while
performing emergency diesel
generator
surveillance testing during the last
Unit
1 refueling outage.
The violation was identified by you, is of small
safety significance,
and
was reported to the
NRC as required.
However, the
violation is of concern to us because
the decision
was
made
by a higher level
management
personnel,
and you had previously identified,
as reflected in a
previous
Licensee
Event Report, the need to enter the particular technical
specification required action during the subject testing.
You are required to respond to this letter
and should follow the instructions
specified in the enclosed
Notice when preparing your response.
In your
response,
you should
document the specific actions taken
and any additional
actions
you plan to prevent recurrence.
After reviewing your response
to this
Notice, including your proposed corrective actions
and the results of future
inspections,
the
NRC will determine whether future
NRC enforcement
action is
necessary
to ensure
compliance with NRC regulatory requirements.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter
and its enclosures will be placed in the
NRC Public Document
Room.
