ENCLOSURE

NOTICE Of VIOLATION Pennsylvania Power and Light Company Susquehanna Unit 2

.

, Docket No. 50-388 License No. NPF-22 During an NRC inspection conducted on July 5, 1994 August 5, 1994, a

violation of NRC requirements was identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below:

Technical Specification (TS) 3.8.3. 1 Limiting Condition for Operation (LCO)

specifies action to be taken when one of the required Unit 1 and common A.C.

distribution system load groups are not energized.

TS 3.0.3 states that when an LCO is not met, within one hour action shall be initiated to place the unit in at least hot shutdown within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> and at least cold shutdown in subsequent 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

SSES procedure SE-124-207, Revision 8, 18 Nonth Emergency Diesel Generators Auto Start and Engineered Safety System Buses Energization on Loss of Off-site Power with a LOCA, disables the auto-close permissive relays for the primary and alternate supply breakers to ESS buses 1B and 1D.

Mith the autoclosure of the primary and alternate supplies defeated, the buses are considered de-energized.

SE-124-207, step 6.4.4, directs operators to enter TS 3.0.3 because more than one ESS bus is considered de-energized and TS 3.8.3. 1 no longer applies.

Contrary to the above, on April 29, 1995, during the performance of SE-124-207, TS 3.0.3 was not entered when the.,auto-close permissive relays for the primary and alternate supply breakers to ESS buses 1B and 1D were disabled.

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provision of 10 CFR 2.201, Pennsylvania Power and Light is hereby required to submit a written statement or explanation to the U.S.

" Nuclear regulatory Commission, ATTN. Document Control Desk, Mashington, D.C.

20555 with a,copy to the Regional Administrator, region I, and a copy to the NRC Resident Inspector at the facility that is the subject of this Notice, within 30 days of the*date of the letter transmitting this Notice of Violation (Notice).

This reply should be clearly marked as a "Reply to a Notice of Violation" and should include for each violation:

(1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been i.'aken and the results achieved, (3) the corrective steps that will be taken to avoid further violation, and (4) the date when full compliance will be achieved.

If an adequate reply is not received Within the time specified in this Notice, an order or a Demand for Information may be issued as to why the licensed should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken.

Mhere good cause is shown, consideration will be given to extending the response time.
