This refer s to the Equipment Environmental Qualification inspection
of Limitorque motor valve operators.
The inspection
was conducted
by
Mr.
R. Paolino of this office on September
15-19,
1986, at the Susquehanna
Steam Electric Station, Units
1 and
2 and at the corporate office in Allentown,
of activities authorized
by NRC License
No. NPF-14;
and
refers to the discussion
of our findings held by Mr. Paolino with members of
your staff at the conclusion of the inspection.
Areas
examined during this inspection
are described
in the
NRC Region I
Inspection
Report which is enclosed with this letter.
Within these
areas,
the
inspection consisted of selective
examinations of procedures
and representative
records,
interviews with personnel,
and observations
by the inspector.
As a result of this inspection, it appears
that certain of your activities
have
been identified that were not conducted
in full compliance with NRC
requirements
as set forth in the Notice of Violation, enclosed
herewith
as
Appendix A.
This violation has
been categorized
by severity level in accord-
ance with the
General
Statement
of Policy and Procedure for NRC Enforcement
Actions,"
a
10 CFR Part 2, Appendix
C (Enforcement Policy 1986).
A second
apparent violation of NRC requirements
is identified in the enclosed report.
With regard to the
second
apparent violation, we are considering appropriate
enforcement
action
and will inform you of our decision
in the near future.
Your corrective actions regarding
the identified deficiencies
should not be
delayed
pending either
a future
NRC inspection or further action by the
NRC
Region I office.
You are required to respond to this letter.
In preparing your response,
you
should follow the instructions in Appendix A.
In addition, your response
should address
whether the violation resulted
from an error in initial plant
construction or from subsequent
activities during plant operation.
