This routine inspection of the Susquehanna

Steam Electric Station covered plant

operations,

surveillance,

maintenance,

open

items

followup,

Unit

1

Second

Refueling Outage

and licensee

events.

During our inspection,

the inspector identified three violations.

One viola-

tion

concerned

improperly controlled maintenance

work in the reactor building

recirculation

plenum.

The

second

violation concerned

scram

discharge

volume

level

transmitter

isolation

valves

which were not locked

open

as required

by

station administrative controls.

Please

reply to the first two violations in

accordance

with Appendix A.

The third violation involved operating Unit 1 for

a period of about eight

months

with two

scram

discharge

volume

level

trans-

mitters inoperable.

This resulted

in

a violation of a Technical Specification

Limiting Condition for Operation.

Since these

level transmitters

provide input

to the reactor protection

system, their inoperability has greater

significance.

In this regard

we are considering

further enforcement

action.

An enforcement

conference

will be

scheduled

at

a later date.

Our review concluded that the

cause

of the violation was

due to improper closeout

of

a modification.

At the

enforcement

conference,

you

should

be

prepared

to discuss

your modification

closeout

process

and your assessment

of the

cause

and corrective

actions

for

this violation.
