Ladies and Gentlemen:
In Reference 1, Duke Energy Progress, LLC (formerly referred to as Duke Energy Progress, Inc.), referred to henceforth as Duke Energy, submitted a request for an amendment to the Technical Specifications (TS) for Shearon Harris Nuclear Power Plant, Unit 1 (HNP) and H. B.
Robinson Steam Electric Plant, Unit No. 2 (RNP). Specifically, Duke Energy requested NRC review and approval of DPC-NE-3008-P, Revision 0, Thermal-Hydraulic Models for Transient Analysis, and adoption of the methodology into the TS for HNP and RNP. In Reference 2, Duke Energy submitted a supplement to the amendment request that superseded Reference 1 in its entirety. In Reference 3, the NRC requested additional information (RAI) regarding this proposed amendment and Duke Energy responded in Reference 4. Reference 4 requested that Electric Power Research Institute (EPRI) information contained in Attachment 5 be withheld from public disclosure in accordance with 10 CFR 2.390. Subsequent to the Reference 4 letter,
U.S. Nuclear Regulatory Commission RA-17-0012 Page2 EPRI has released this information to the public and it can now be found on their website under Product ID 3002009720, "RETRAN-3D - A Program for Transient Thermal-Hydraulic Analysis of Complex Fluid Flow Systems; Volume 1: Theory and Numerics, Volume 2: Programmer's Manual, Volume 3: User's Manual, Volume 4: Applications Manual, Volume 5: Modeling Guidelines." Thus, the purpose of this letter is to remove the request to withhold Reference 4, from public disclosure.
This submittal contains no new regulatory commitments. In accordance with 1 O CFR 50.91, Duke Energy is notifying the states of North Carolina and South Carolina by transmitting a copy of this letter to the designated state officials.
