ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2-TRANSMITTAL OF DRAFT SAFETY EVALUATION FOR PROPOSED AMENDMENT RE: METHODOLOGY REPORTS DPC-NE-3008-P, REVISION 0, "THERMAL-HYDRAULIC MODELS FOR TRANSIENT ANALYSIS," AND DPC-NE-3009-P, REVISION 0, "FSAR I UFSAR CHAPTER 15 TRANSIENT ANALYSIS METHODOLOGY" (CAC NOS. MF8439 AND MF8440; EPID L-2016-LLA-0012)
Dear Mr. Capps:
By letter dated November 19, 2015, as superseded by application dated October 3, 2016, and as supplemented by letters dated November 10, 2016, October 9 and 30, 2017, and December 19, 2017, Duke Energy Progress, LLC (Duke Energy) submitted a request, in accordance with Title 1 O of the Code of Federal Regulations (1 O CFR), Section 50.90, for Shearon Harris Nuclear Power Plant, Unit 1 (Harris) and H. B. Robinson Steam Electric Plant, Unit 2 (Robinson) to amend its technical specifications to adopt the methodology reports DPC-NE-3008-P, Revision 0, Thermal-Hydraulic Models for Transient Analysis," and DPC-NE-3009-P, Revision 0, "FSAR I UFSAR Chapter 15 Transient Analysis Methodology," for application specific to Harris and Robinson. In its submittal, Duke Energy requested review and approval of these methodologies for plant-specific use only, allowing these methodologies be used at Harris and Robinson to perform the subject analyses in-house.
Enclosed is the draft Safety Evaluation (SE) that the Nuclear Regulatory Commission (NRG) staff has prepared to support the proposed license amendment. The draft SE is being withheld from public disclosure at this time because it contains proprietary information pursuant to 1 O CFR 2.390. Proprietary information is identified by text enclosed within double brackets as shown here ((
)).
The NRG staff requests that Duke Energy provide comments regarding the proprietary content in the draft SE by close of business on April 5, 2018. The response timeframe was discussed with Mr. Joshua Due of your staff on March 15, 2018. If circumstances result in the need to revise your response date, please let me know.
