FUNCTIONALINSPECTION, NRC INSPECTION REPORT NO.
50-410/93-81
This refers to the announced electrical distribution system function inspection (EDSFI)
conducted by Mr. Leonard Cheung of this office from November 29, 1993, through
January 28, 1994.
The inspection included a review of activities authorized for Nine Mile
Point Unit 2. At the conclusion of the inspection, the findings were discussed with those
members of your staff identified in the enclosed report.
This inspection was directed toward areas important to public health and safety.
The purpose
of this inspection was to determine whether the electrical distribution system as designed,
installed, and configured at Nine Mile Point Unit 2 is capable of performing its intended
safety functions.
In addition, this inspection also included a review of your self-assessment
of the electrical distribution system and a review of your response to the deficient condition
that the high pressure core spray (HPCS) system injection valve failed to open during testing
as reported in Nine MilePoint Unit 2 LER 93-10.
Based on the team's independent review of selected electrical and mechanical design areas,
and maintenance and test areas,
the team determined that your electrical distribution system
is currently capable of performing its intended function.
The team also determined that your
self-assessment
was comprehensive
and of high quality, and that your actions in response to
the deficient condition that the HPCS system injection valve failed to open during testing
were appropriate.

Based upon the results of this inspection, one apparent violation was identified, as described
in the enclosed inspection report.
This violation involved the inoperability of the HPCS
system as discussed in Nine Mile Point Unit 2 LER 93-10, and is being considered for
escalated
enforcement action in accordance
with the "General Statement of Policy and
Procedure for NRC Enforcement Actions" (Enforcement Policy), 10 CFR Part 2,
Appendix C. The status of this apparent violation is being evaluated by the NRC.
Accordingly, no Notice of Violation is presently being issued for this inspection finding.
You willbe informed of the NRC's decision in a separate letter.
In addition, three unresolved items were identified, as listed in the Executive Summary of the
inspection report.
We request that you provide to us, in writing, within 60 days of receipt of
this letter, a schedule for the resolution of the three unresolved items.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and
its enclosure willbe placed in the NRC Public Document Room.
