No.
1 (NMP-1), Technical Specifications (TS).
The requested changes would:=
revise the Administrative Controls section of the NHP-1 TS.
The proposed, revisions would incorporate changes in the composition, alternates, and 'quorum requirements of the Station Operation Review Committee (SORC).
The Safety'eview and Audit Board (SRAB) quorum requirements would be revised to require a majority of the actual membership rather than only the Chairman or the Chairman's designated alternate and at least three members.
A reference to a
no longer existent "Appendix A" to 10 CFR Part 55 would be deleted from TS

- 2. 0 EVALUATION 1.
TS 6.4.1 Training NHPC proposes to delete a reference to "Appendix A" of 10 CFR Part 55 and replace it with a requirement for the retraining and replacement training program to include "familiarization with relevant industry, operational experience."

licensees werh'"Tgiven~the option of substituting an accredited, systems-approach-to-.,ti aihihg (BAT) based training program. for initial and requalification training programs previously approved by the NRC.
This option is implemented upon written certification that the substitute training program is both accredited and SAT-based.
Furthermore, this option allows licensees to make necessary revisions to accredited, SAT-based training programs without review and approval by the NRC.
In a letter dated March 26,
- 1993, NHPC certified that the NHP-1 licensed operator training programs have been developed using a systems approach to training and are accredited by the National Nuclear Accrediting Board.

The proposed changes would make the technical specification agree with the current outline of 10 CFR Part 55 by deleting reference to "Appendix A," which no longer exists.
Since the licensee has certified its licensed operator training programs are in accordance with the guidance in GL 87-07, and since the changes are administrative in nature and, therefore, allowed by the GL, the NRC staff finds the proposed changes to be acceptable.

TS 6.5. 1.2 Station Operations Review Committee (SORC)
NMPC proposes to delete from SORC the General Supervisor Instrument and Control Maintenance, General Supervisor System Engineering, General Supervisor Operations, and Supervisor Reactor Engineering, and to add the position of Manager gA (guality Assurance)
Operations.
The NRC staff finds the requested changes acceptable as the membership will be seven members at the manager level operations, technical
- support, gA operations, maintenance, chemistry and radiation protection.
This conforms to the Standard Technical Specifications (STS).

TS 6:5. 1.3 SORC Alternates NMPC proposes to add the phrase "or Vice- ':
Chairman" to allow alternates to be appointed by the Vice-Chairmen.
The NRC staff finds these changes acceptable as the Vice-Chairmen are at the Manager -level.

Section 6.5. 1.4 SORC Meeting Frequency NHPC proposes to revise the TS to add the phrase "Vice-Chairman, or designated alternate."
This would result in the, TS reading "The SORC shall meet at least once every calendar month and as convened by the SORC Chairman, Vice-Chairman, or a designated alternate."
The NRC staff finds these changes acceptable as it is acceptable for other manager level members to request a meeting.

TS 6.5. 1.5 SORC quorum NHPC proposes to reduce the quorum from the Chairman or a designated alternate and five members to the Chairman, or a Vice
- Chairman, and four members.
The NRC staff. finds these changes acceptable as the quorum remains at a
majority of the members.

TS 6.5.3'.6' Safety Review and Audit Board (SRAB) quorum NMPC proposes to change the quorum requirement of the SRAB from the Chairman or the Chairman's designated alternate and at least three SRAB members to not less than a majority of the members and requires the presence of the Chairman or the Chairman's designated alternate.
The NRC staff finds these changes acceptable as the SRAB quorum will be majority of the members.

SUMMARY
The NRC staff finds the requested changes acceptable as they meet the appropriate acceptance criteria of Section 13.4 of NUREG-0800, the Standard Review Plan.
4.0 STATE CONSULTATION
In accordance with the Commission's regulations, the New York State official was notified of the proposed issuance of the amendment.
The State official had no comments.
- 5. 0 ENVIRONMENTAL CONSIDERATION The amendment relates to changes in administrative procedures and requirements.
Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR
'1.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
- 6. 0 CONCLUSION The Commission has concluded, based on the considerations discussed
- above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed
- manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.

The Commission has issued the enclosed Amendment No.
141 to Facility Operating License No.
DPR-63 for the Nine Mile Point Nuclear Station Unit No.
1 (NHP-1).
The amendment consists of changes to the Technical Specifications (TSs) in response to your application transmitted by letter dated November 24, 1992.
The amendment revises the Administrative Controls section of the NMP-1 TS.
The revisions incorporate changes in the composition, alternates and quorum requirements of the Station Operations Review Committee.
The Safety Review and Audit Board quorum requirements are revised to require a majority of the actual membership rather than only the Chairman or the Chairman's designated alternate and at least three members.
