~IN IIUUUTIIIN By letter dated November 24, 1992, Niagara Mohawk Power Corporation (NMPC,or the licensee) submitted a request for changes to the Nine Mile Point Nuclear
'tation, Unit 2, Technicai Specifications (TSs).
The requested changes would;.
revise Section 6.0, "Administrative Controls," of the TSs.
TS 6.5.1 would be,"
revised to reflect changes in the size and composition of the Station Operations Review Committee (SORC) that are intended to improve the efficiency of the station review function.
TS 6.5.3.6 would be revised to change the quorum requiremehts for the Safety Review and Audit Board (SRAB) to ensure membership continuity during scheduled meetings.
TSs 6.3 and 6.4 would be revised to delete several references and thereby improve consistency with 10 CFR Part 55.

TS 6.3 Facility Staff Qualifications and TS 6.4 Training - NHPC proposes to delete a requirement that Licensed Operators and Senior Operators shall also meet or exceed the minimum qualifications of the supplemental requirements specified in Sections A and C of Enclosure 1 of the March 28,
- 1980, NRC letter to all licensees and to also delete a reference to "Appendix. A" of 10,CFR Part 55.
In Generic Letter'(GL)'7-07, "Information Transmittal of Final Rulemaking for Revision to Operator Licensing - 10 CFR 55 and Conforming Amendments,"
licensees, were give@ the. option of substituting an accredited, systems-approach-Nto-train$ 'IIg (SAT): based training program for initial and requalification trafning programs previously approved by the NRC.
This option is implemented upon written certification that the substitute training program is both accredited and SAT-based.
Furthermore, this option allows licensees to make necessary revisions to accredited, SAT-based training programs without review and approval by the NRC.
In a letter dated March 26,
- 1993, NHPC certified that the NHP-2 licensed operator training programs have been developed using a systems approach to training and are accredited by the National Nuclear Accrediting Board.

The proposed changes would make the TSs agree with the current outline of 10 CFR Part 55 by deleting reference to "Appendix A," which no longer exists, and by deleting requirements originally required by an NRC letter to all licensees but subsequently incorporated into 10 CFR Part 55.
Since the licensee has certified its licensed operator training programs are in accordance with the guidance in GL 87-07, and since the changes are administrative in nature and, therefore, allowed by the GL, the NRC staff finds the changes to be acceptable.

TS 6.5. 1.2 - Station Operations Review Committee (SORC)
NMPC proposes to delete from SORC the General Supervisor Instrument and Control Maintenance, General Supervisor System Engineering, General Supervisor Operations, and Supervisor Reactor Engineqring, and to add the position of Manager gA Operations.
The NRC staff finds the requested changes acceptable as the membership will be seven members at the manager level of operations, technical
- support, gA operations, maintenance, chemistry, and radiation protection.
This conforms to the Standard Technical Specifications (STS).

TS 6.5. 1.3 SORC Alternates NHPC proposes to add the phrase "or Vice-Chairman" to allow alternates to be appointed by the Vice-Chairmen.
The NRC staff finds these changes acceptable as the Vice-Chairmen are at the manager level.

TS 6.5. 1.4 SORC Meeting Frequency NHPC proposes to add the phrase "Vice-Chairman, or designated alternate",
and to revise the TS to add the phrase "or designated'lternate."
This would result in the TS reading "the SORC shall meet at least once every calendar month and as convened by the SORC
- Chairman, Vice-Chairman, or a designated alternate."
The NRC staff finds these changes acceptable as it is acceptable for other manager level members to request a meeting.

TS 6.5. 1.5 SORC quorum -
NHPC proposes to reduce the quorum from the Chairman or a,designated alternate and five members to the Chairman, or a Vice
- Chairman, and four members.
The NRC staff'inds these changes acceptable as the quorum remains at a
majority of the members.

TS 6.5.3.6 Safety Review and Audit Board (SRAB) quorum NHPC proposes to change the quorum requirement of the SRAB from the Chairman or the Chairman's designated alternate and at least three SRAB members to not less than a majority of the members and requires the presence of the Chairman or the Chairman's designated alternate.
The NRC staff finds these changes acceptable as the SRAB quorum will be a
majority of the members.

SUMMARY
The NRC staff finds the requested changes acceptable as they meet the appropriate acceptance criteria of Section 13.4 of NUREG-0800, the Standard Review Plan.
4.0 STATE CONSULTATION
In accordance with the Commission's regulations, the New York State official was notified of the proposed issuance of the amendment.
The State official had no comments.
- 5. 0 ENVIRONMENTAL CONS IDERATIO The amendment relates to changes in administrative procedures and requirements.
Accordingly, the amendment meets the eligibility criteria for categorical exclusion set.forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
6.0 CONCLUSION
The Commission has concluded, based on the considerations discussed
- above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed
- manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.

The Commission has issued the enclosed Amendment No.
42 to Facility Operating License No. NPF-69 for the Nine Mile Point Nuclear Station, Unit 2.
The amendment consists of changes to the Technical Specifications (TSs) in response to your application transmitted by letter dated November 24, 1992.
The amendment revises Section 6.0, "Administrative Controls," of the TSs.
TS 6.5. 1 is revised to reflect changes in the size and composition of the Station Operations Review Committee (SORC) that are intended to improve the efficiency of the station review function.
TS 6.5.3.6 is revised to change the quorum requirements for the Safety Review and Audit Board (SRAB) to ensure membership continuity during scheduled meetings.
